Debra Pender is a non-attorney Regulatory Consultant Teammate in Spirit Law Partners' Alcohol Industry Group. Debra served as both the Interim Division Director and the Deputy Director of the Florida Division of Alcoholic Beverages and Tobacco before her retirement from the agency in 2013. Debra is recognized as one of the architects behind many of the laws governing the retail sale of alcohol in Florida. She assists the firm's clients with complex licensing issues, processing various state applications and opining on operational models. Debra's experience includes alcohol licensing on all three tiers, food service permitting, regulatory compliance renewals and compliance with local regulations.
